QEMU is an emulator that allows you to run Android Windows 95 or other operating systems on your smartphone. To run the OS on your smartphone you need a device with 512MB of memory, 500MB on the memory card, 130MB of Internet traffic and any archiver. You need the memory to run a game or a program on Windows 95.
The emulator can't work without BIOS and without a hard disk image of the system. Basically QEMU is a libSDL application which can be used to run different OSes. You do not need root rights for this.
